Check digit
Fully enforced: Luhn-transposed check. Sum the 10 first digits, doubling every SECOND digit (0-indexed 1,3,5,7,9), subtracting 9 if >9; check digit = (10 - sum mod 10) mod 10. Public test vector: 00743110157.
Vatline enforces this check locally. A number that fails it is rejected before any call is made to VIES — it protects your quota and keeps the Commission's service healthy.
