Check digit
The ICO (8-digit) has a mod-11 check, but VAT numbers may also be 9 or 10 digits; not enforced to avoid false rejects.
Vatline does not reject on this check. Only the structure is enforced, so a format-valid number can still turn out to be unregistered. Rejecting a genuine customer costs more than one extra lookup.
